LHSC By Laws

Regulation 965 under the Public Hospitals Act states that the board shall pass by-laws that:

(a) provide for the management and administration of the hospital and set out at least,

  1. procedures for the election or appointment of members of the board,
  2. the various officers of the board, and their functions and responsibilities,
  3. the various committees of the board, if any, and their membership, functions and responsibilities,
  4. procedures with respect to the conducting of meetings of the board and committees of the board,
  5. procedures for the appointment by the board of an administrator,
  6. the functions and responsibilities of an administrator,
  7. procedures for the appointment of an auditor who is licensed under the Public Accountancy Act,
  8. procedures for the appointment by the administrator of a nurse as the chief nursing executive of the hospital, and
  9. the functions and responsibilities of the chief nursing executive;

(b) provide for the organization of the medical staff, set out duties of the medical staff and set out at least,

  1. criteria with respect to appointment and reappointment of members of the medical staff,
  2. the various medical groups and departments of the medical staff,
  3. procedures with respect to the annual election of a president, a vice-president and a secretary of the medical staff, and the election or appointment of any other officers of the medical staff,
  4. procedures for the appointment by the board of a chief of staff, if any, and chiefs of departments, if any,
  5. the duties of the president, the vice-president, the secretary and other officers of the medical staff,
  6. the establishment of one or more committees of the medical staff, including the duties and powers of such committees, to assess credentials, medical records, patient care, infection control, the utilization of hospital facilities and all other aspects of medical care and treatment in the hospital, and
  7. provision for the election or appointment of members of the medical advisory committee
